Responsibilities:

(A) Take the responsibility for publicity and implementation of the national, provincial and municipal laws, regulations and policies concerning the urban and rural planning, land, mineral resources, and surveying and mapping management.

(B) Organize and launch the special investigations on urban and rural planning, land and resources, make the report of the implementation of the relevant laws and regulations and policies to the department at the higher level, and put forward the comments on work; participate in the drafting of the local laws, regulations and policies within the area under jurisdiction.

(C) Participate in the preparation and review of the overall planning of the whole city, the near-term construction planning of the city, district planning, countryside planning, regulatory detailed planning, comprehensive traffic planning, urban planning, and the constructional detailed planning of major areas; take the responsibility for examination and approval of the constructional detailed planning; participate in the preparation and review of the regional planning, river basin planning, and marine utilization planning, and provide or assist in collection of the relevant basic data; organize the preparation and review of the planning in association with Hengqin New Area; take the responsibility for the initial review, revision, publicity and public exhibition of the planning results in Hengqin New Area.

(D) Assist in the strategic research on urban development, participate in the feasibility research and demonstration of the construction projects within the area under jurisdiction; cooperate with municipal competent planning authority in the management of the planning, preparation, implementation and enforcement, and the planning and design industry in the whole city.

(E) Take responsibility for the planning management of the construction land and construction project within the area under jurisdiction; approve and issue the “Opinions on Project Site Selection”, “Construction Land User Permit” and “Construction Project Planning Permit” (“One Opinion and Two Permits”, same below); take responsibility for management of tender and bid for planning design scheme and the planning management of sculpture and other urban landscape facilities within the area under jurisdiction; participate in the initial design review of the construction project within the area under jurisdiction; take responsibility for examination and approval of the private house planning and application of the villagers.

(F) Take responsibility for planning line checking and acceptance of the construction project within the area under jurisdiction; take responsibility for inspection of the urban planning within the area under jurisdiction; take responsibility for supervision and management of the planning of the construction project within the area under jurisdiction, and assist in investigation and treatment of illegal construction behaviors within the area under jurisdiction.

(G) Organize the preparation of the overall planning for utilization of land within the area under jurisdiction, mineral resource protection and utilization planning, geological environmental protection and geologic hazard prevention and control planning, and organize the implementation with approval; take responsibility for protection of the farmland and basic cropland.

(H) Organize the preparation of the annual plan for land utilization within the area under jurisdiction and the land development and supply plan, and organize the implementation with approval.

(I) Take responsibility for implementation and management of land consolidation, development and utilization and temporary land use, and take responsibility for management of land reserved by the Administrative Committee.

(J) Take responsibility for routine management of the land within the area under jurisdiction; take responsibility for management and organization of the transfer of the land use right within the area under jurisdiction, and make the report to the higher authority for approval. Enter into the “Contract for transfer of state-owned land use right” with transferee with approval, issue the approval letter of the construction land or enter into the “Contract for allocation of state-owned land”, issue the written decision on land allocation; take responsibility for regulating and managing the transaction of the land use right (including transfer, mortgage and lease).

(K) Take responsibility for preliminary review, and reporting for approval of the construction project land within the area under jurisdiction; take responsibility for regulating the land market within the area under jurisdiction.

(L) Take responsibility for management of land price within the area under jurisdiction; take responsibility for organization of collection of land transfer fee, unused land cost and annual rent of land.

(M) Take responsibility for formulation, execution and management of the land acquisition plan within the area under jurisdiction.

(N) Take responsibility for routine management of the cadastre within the area under jurisdiction, establish the cadastre management system within the area under jurisdiction, prepare the cadastral map within the area under jurisdiction, and monitor and manage the land ownership, the current situation of land use and the dynamic condition of the land utilization within the area under jurisdiction; take responsibility for investigation on change in the current situation of land use; take responsibility for registration and management to confirm the right to the land within the area under jurisdiction; take responsibility for statistic and analysis of land utilization and land market as well as the release of the relevant information.

(O) Assist in the organization and implementation of the surveying and mapping and the fundamental surveying and mapping within the area under jurisdiction.

(P) Take responsibility for execution of the mineral resource and geological environment planning within the area under jurisdiction, supervise and manage the geological prospecting activities within the area under jurisdiction; supervise and manage the geological hazard prevention and control, the protection of the geological relics, protection and reasonable development and utilization of mineral resources, and governance of mines; accept the application for mining within the area under jurisdiction and make reporting to the higher authority; take responsibility for management of the mineral resource reserves within the area under jurisdiction; collect the mineral resource compensation fee and the mine regulation and reforestation deposit (soil taking point) within the area under jurisdiction according to law; take responsibility for supervision and management of mining right market (lease, transfer) within the area under jurisdiction.

(Q) Take responsibility for regulation on the land use purpose within the area under jurisdiction; take responsibility for supervision and management of the land development and utilization within the area under jurisdiction; take responsibility for administrative enforcement of law and supervision of the land, minerals and surveying and mapping within the area under jurisdiction, and organize the patrol inspection of the dynamic conditions of the state-owned land resource, and investigate and treat the illegal acts on the state-owned land resources within the area under jurisdiction.

(R) Take responsibility for management of urban housing demolition and removal within the area under jurisdiction.

(S) Take responsibility for supervision and management of the urban planning, basic planning information, land, geological minerals, surveying and mapping, and relevant file and database within the area under jurisdiction. Take responsibility for complaints on land, minerals, surveying and mapping within the area under jurisdiction, and assist in the settlement of the dispute on the land ownership within the area under jurisdiction.

(T) Undertake other affairs assigned by the Administrative Committee of the New Area and relevant authorities at higher level.
