On April 19, Li Zezhong, acting mayor of Zhuhai, presided over the executive meeting of the municipal government and approved the Outline for the Development of National Self-dependent Innovation Demonstration Area (SIDA) in Zhuhai from 2016 to 2025. According to the outline, Zhuhai SIDA is scheduled to generate revenue of over 500 billion yuan (US$72.6 billion) by 2025.

Specifically, four strategic goals are listed in the outline, including establishing science and technology innovation zone at the west bank of the Pearl River, establishing start-up zone for high-end overseas people, deepening low-carbon development and cooperation among Guangdong, Hong Kong and Macao.

As the establishment of science and technology innovation zone is the top priority, Zhuhai plans to improve the development level of universities and launch new research institutions. Meanwhile, pillar enterprises are encouraged to upgrade their production technology and cooperate with universities so as to form a high-tech industry chain.
